Change to ServerT Raw m = Tagged m Application
...
For uniformity of Enter.
Previously, `ServerT Raw m ~ Application`. Seems reasonable, but has the
unfortunate consequence of making `Enter` useless for `Raw` routes.
With this change `Tagged m Application` is retagged by `Enter`.
