John MacFarlane 641849b70a Be less aggressive about using quotes for YAML values.
We need quotes if `[` or `{` or `'` is at the beginning of
the line, but not otherwise.

Note that current CSL doesn't give us a way
to distinguish between /open and /unknown,
so item3-3 and item3-4 get parsed similarly.
That should change in CSL 1.1, and then this
test should be revised.
