lenovo/thinkpad/x1-extreme: remove acpi_call
...
It's deprecated and doesn't work correctly anyway. Recent firmwares can power the GPU off if it drops off the bus, which can be forced with udev rules.

Replace ad hoc throttling fix with throttled
...
`throttled` is a service designed to fix the same CPU throttling bug,
but it's an actively maintainted upstream project that we can use.
