ssh: switch type of matchBlocks to listOrDagOf

This switches the type of `matchBlocks` from `loaOf` to `listOrDagOf`.
The former has been deprecated in Nixpkgs. The latter allows
dependencies between entries to be expressed using the DAG functions.
