030c23e049 Use 'set __COMPAT_LAYER=' in Windows CI builds. 
It is suggested at
https://github.com/commercialhaskell/stack/issues/3765
that this may solve the "access violation" we're currently
getting on Windows CI with ghc 8.8.

cc7e6d8280 nightly: ensure that ghc 8.8.1 is used for linux. 
Previously it was using 8.10 which is suprisingly already installed.

package, so this should be done locally.

c78af6f3a6 Use versioned directory for windows release zipfile. 
Also remove old make-windows-installer.bat, superseded
by GitHub actions workflow, and modify pandoc.wxs for
new paths.

For some reason ld can't find zlib in the latest build.
