LaTeX writer: fix handling of pt-BR.

Browse source 
For polyglossia we now use
`\setmainlanguage[variant=brazilian]{portuguese}`
and for babel
`\usepackage[shorthands=off,main=brazilian]{babel}`.

Closes #2953.
